立体车库60个车位仅停放10余辆车

在武昌区天源路公共立体车库，长江日报记者看到，车库旁边的道路两旁停满了小汽车，没有一个空余车位。而立体车库60个停车位仅有10余车停放，长江日报记者等了半小时，没有车辆进出。

立体车库负责人介绍，该车库是去年10月份建立的，车库选址的对面是一栋办公大楼没有配建停车场，右边是停车紧张的老旧小区，原计划车库建立后，白天可供前来上班的车辆停放，晚上就给周围的社区居民停车。

据介绍，截至目前，在立体车库办理月卡的有10人，办公大楼内有6人办卡，社区内有4人办卡。这位负责人表示，每天只有十几辆车停在车库里面，少的时候只有几辆车，临时停放的社会车辆几乎没有。

路面停车位一位难求，车主为什么不把车停进立体车库？立体车库旁的天源城小区居民吴女士说，价格是最大的问题。立体车库是380元/月，在小区停车每个月只用交100元，虽然一到下班的时间小区里面几乎都停满了，但这个价格差距太大了，还是愿意多花点时间多转几圈找空位停车。在立体车库附近上班的张先生则表示，附近上班族大多把车停放在道路两边，没有停车费，一位车主表示，虽然车停在路上偶尔会贴罚单，但是更方便。

立体车库“吃不饱”降价仍难吸引车辆停放

在汉口民航大酒店旁边，有一个占地约100平方米的公共立体车库，使原本仅能停放6辆车的位置扩展到可容纳100辆车。

长江日报记者在车库电脑显示屏上看到，车库是垂直升降，车辆停放在升降板上，升降板自动运送到地下的停车位，车库有100个停车位，有一半的车位空置。

车库负责人表示，车库旁边就是酒店，主要是给社会车辆临时停放，车库2016年11月投入使用，最开始定价月卡800元，由于办理的人比较少，把价格降到了700元，到现在办卡的人不到20人。

该负责人分析，立体车库对车型的要求，限制了部分车辆停放。据了解，该车库要求车辆长度不超过5.3米，宽度不超过1.95米，大、小车位的高度分别不得超过1.95、1.55米，重量不超过2.3吨，仅能容纳小型车、中型车停放。

一位前来停车的车主表示，来附近办公，一般是习惯把车停在地面的，但是转了几圈没找到地面停车位，外面又下着雨，所以才想到把车停在立体车库里面，路面停车是5元/小时，立体车库6元/小时，价格相差不大，但如果地面有车位，还是习惯性地停在路面上。

小区立体车库闲置1年多难启动

汉口美林公馆小区也新建了一座公共立体车库，业主反映，车库去年就建好了，但是闲置1年多至今没有启用。长江日报记者看见，立体车库只有一层停放车辆，2层、3层均闲置。

小区物业负责人表示，小区有1000户居民，地下停车位有250个，地上可停放100辆车，停车矛盾十分突出，所以引进了立体车库，但是车库厂家和业主在停车费上的意见有出入，导致车库没有立即投入使用，预计本月车库会正式运行。

车库负责人魏先生称，小区地下停车位是450元/月有固定车位，地面停车位是300元/月没有固定车位，立体车库也是有固定车位，最初定价跟地下车位相同，但业主觉得价格偏高，后来改成了350元/月。一个车位每个月的保养费是50元，保险费100元，车库电费总共要花1000元/月，再加上人工费，每个月还要倒贴钱进去。

除了价格问题，安全也是很多业主关心的问题。物业负责人表示，现在有8位业主办理了立体车库的月卡，都是预定一层的车位，担心车停放在二层、三层出现掉落或者停电不能下来的情况，由于车库承重的原因，二层、三层只能停放小型车，一层则要停放相对大一点的车型。

业主胡先生称，小区停车位确实很紧张，立体车库刚建好的时候就去咨询过，但是担心机器故障，自家车又是小型车，不能停一层，所以想先看一下别的车停放的效果一下，如果不出问题，我就会办卡。

立体车库运营制约因素多

武汉市机动车停车场行业协会会长孙先生表示，立体车库可以在一定程度上缓解停车难，但目前立体车库发展还受到多方面的制约：市民的停车习惯已经形成，愿意在路边停车，或者找个空挡停车，怎么便利怎么停，不太愿意进车库；有的立体车库对倒车技术要求比较高，不适合新手操作；部分车库厂家，把停车费压得太低，满足不了车库的日常运行，在维护保养的时候偷工减料，以次充好，使用起来的感觉并不好，降低市民对立体车库的信任度；立体车库对车型有要求，超长、超高、超重、超宽的车辆均不能停放。

“武汉已建成立体车库的运营状况多不好。”武汉知名交通专家胡润洲说，核心问题是车库建起来了，但管理没有跟得上，价格、保养、操作人员等方面的素质参差不齐。胡润洲说，我市市中心用地比较紧张，单纯靠土地不能解决停车问题，而立体车库可以很大程度减小土地使用量，缓解停车难，只要管理的好，价格适当，立体车库还是很受欢迎的。
