上午9时，长江日报记者来到淮海路与云霞路交汇处，只见一座户外立柱广告高耸在路边，顶部是一个巨大的"三角"，与周围高楼林立、绿树成荫的环境不太协调。

"我们早上7点就开始做准备工作了。"江汉区城管委商务区执法中队负责人介绍，这座立柱广告总高16.8米，相当于5层楼高，重18.7吨。其中顶部的三面广告牌每一面高6.8米，长16.1米，总面积达328平方米。

现场拉起警示线，隔离作业区。施工人员介绍，由于立柱年限较久，地下螺栓锈化较厉害，如果一面一面拆除，担心平衡问题，因此决定切割立柱后，将整个三角广告牌直接吊装下来。

上午9时30分，一台220吨载重的吊车将绳索牢牢固定在三角架上。10时许，高空作业人员佩戴安全帽和安全绳，攀爬至顶部，先用氧割方式分离立柱。

由于当天气温较高，户外作业避开了中午最热的时段。下午3时许，拆除继续。第一次吊装时，施工人员发现广告牌的实际重量超出图纸数据，出于安全起见，施工人员决定给220吨大吊车增加配重块。于是现场又调来一台载重25吨吊车，辅助大吊车。

第二次吊装开始，一声令下，只见巨大的"三角形"广告牌缓缓被大吊车成功吊装至地面。施工人员首先将三面的广告布撕下，这是为了避免在氧割过程产生的火花引起火灾隐患。

"一共有37层。"施工人员惊讶地发现，37层广告布近10公分厚，"差不多重四五吨重，就是这个重量使广告牌'超重'了。"截至19时，该广告牌仍在进行切割工作，预计23时拆除完毕。

拆一个广告牌准备两套方案，企业支持军运会环境整治

江汉区城管委相关负责人介绍，中央商务区目前已拆除了2个立柱广告，从5月底开始上门做工作，经过多次沟通和宣传，对方现在表示非常支持。为了安全施工，每拆除一个超大户外广告牌，会尽量找到原来的设计和施工单位，找到图纸。"我们一般会做两套方案，比如今天有风的情况下怎么拆，没有风的情况下怎么拆，我们都有预案。"

该负责人说，根据武汉市城管委关于立柱广告清理整治的相关文件，今年6月30日以后，审批到期的所有立柱广告牌将不再续批，后期也将不再新增立柱广告。下一步，还将对武汉中央商务区内所有户外广告招牌进行统一规划设计，进一步提升城市立面空间环境。

广告牌设置方泛海经观广告传媒有限公司相关负责人说，这块广告牌建于11年前，当时周围还没有楼房和道路。现在随着中央商务区的发展，越来越重视完善设计规划体系。该负责人表示："作为企业，非常支持武汉召开军运会，环境整治是城市大事，我们一定积极配合。"

全市各区积极行动，户外广告、门面招牌都要规范提质

17日当天，全市多个区都在积极开展户外广告门面招牌的整治工作。

17日，江岸区对近70块约700余平方米的门面招牌进行提档升级改造；对120余个"一店多牌""落地指示牌"进行拆除；对近200余处橱窗张贴、破损花污门面招牌进行清理。预计此次规范提质行动将于7月底整体完成。

长江日报记者从市城管委获悉，2018年以来，截至7月16日，全市共拆除、整改违规广告、招牌10038块（处），其中拆除大型广告1723块（包括大型立柱广告117块），其他类广告6323块，整改公益广告185块，整治门面招牌1598块等。

今年10月底前，全面完成军运会重点保障线路户外广告门面招牌的整治提升，同时全面拆除全市范围内楼顶大型户外广告和不规范超大型招牌。其中，东湖路至航空路沿线以户外广告为重点的环境综合治理工程8月底前全面完成。（记者陶常宁 通讯员董德禹 叶昌昊 刘贝 李军 王凯 宋宏雷 李飞）
